The Capital Fellows Programs are nationally recognized public policy fellowships administered by the Center for California Studies at California State University, Sacramento. They offer unique experiences in policy-making and development in each branch of government and are an outstanding opportunity for college graduates to engage in public service and prepare for future careers.

Each year, 18 Assembly Fellows, 18 Senate Fellows, 18 Executive Fellows and 10 Judicial Fellows actively contribute to the development and implementation of public policy in California. Fellows work 10 to 11 months as full-time staff members in the California State Assembly, California State Senate, California Executive Branch or the California Judiciary. They participate in policymaking, program development, and program implementation. The ranks of former fellows include a Justice of the California Supreme Court, members of the United States Congress and the State Legislature, state and local government officials, corporate executives, and non-profit and community leaders.


Prospective Capital Fellows must have a bachelor’s degree (in any major) by September 1, 2019, minimum 2.5 GPA, and a demonstrated interest in public service, public policy, and California state government. Fellows come from all economic, cultural, career and educational backgrounds, and no previous legislative or political experience is required.

Recent graduates, graduate, postgraduate and mid-career applicants are welcome to apply. Non-U.S. citizens must provide proof of appropriate immigration status. The Capital Fellows Programs do not meet the requirements for F-1 or J-1 visas, nor any work permits requiring participation in the E-verify system.

Fellows receive a monthly stipend of $2,698, health benefits, and earn 6 graduate credits in Political Science or Public Policy and Administration at Sacramento State with paid tuition. Upon successful completion of their fellowships, they receive a graduate certificate in Applied Policy and Government.

Applicants may apply to one or more of the programs that meet their interests and qualifications.

For the 2019-20 fellowship year, individuals must complete the online application by the deadline of February 11, 2019.
