At the Pardee RAND Graduate School, we welcome exceptional students who come from diverse personal and academic backgrounds. Our multidisciplinary Master of Philosophy (M.Phil.) and doctoral (Ph.D.) programs focus on policy analysis and the ways it can shape our world.

Pardee RAND is backed by the brainpower and resources of the RAND Corporation, a nonprofit research institution that helps improve policy and decision-making through research and analysis.

Our students work side-by-side with RAND experts as members of interdisciplinary research teams, creating a real impact on policy while earning their degree. Our students graduate with a deep analytic toolkit, knowing they are ready to tackle the hardest policy challenges—because they already have!

M.Phil. in Policy Analysis

  • 21 months to completion
  • 15 units of coursework
  • 150 days of work on interdisciplinary RAND projects

Ph.D. in Policy Analysis

  • 5 years average time to completion
  • 19.5 units of coursework
  • 2+ years of full-time research project experience
  • Focus on research methods, community partnerships, or technology
  • Policy-relevant dissertation

Generous Funding

Pardee RAND offers generously funded Ph.D. and M.Phil. programs.

  • Ph.D. scholarships cover tuition for up to two years and research fellowships cover tuition for the remaining years and provide a living stipend—so students who meet work targets can graduate debt-free!
  • M.Phil. research fellowships and scholarships help to offset the cost of tuition.
  • All students receive benefits that include health insurance and paid parental leave.
  • A student housing community is available in nearby West Los Angeles.

Admissions Components

Applicants must:

  • Exhibit a passion to improve policy and change the world for the better.
  • Be available to participate full-time, in person. Bonus: Our Santa Monica, California, campus is two blocks from the beach!
  • Have completed a bachelor’s degree. An advanced degree and/or work experience is desired for the Ph.D.
  • Demonstrate strong quantitative skills. All majors and disciplines are welcome.

Application Requirements

  • Résumé or CV
  • Essays describing your motivations to work in the field of policy analysis
  • Three letters of recommendation from academic and/or professional references
  • GRE or GMAT scores (optional); TOEFL or IELTS for some international students
  • School transcripts

Each application is comprehensively and holistically reviewed.
