Northwestern University, based in Evanston, Illinois offers a fully funded PhD in Civil and Environmental Engineering. CEE offers the PhD degree in four Program Areas: Environmental Engineering and Science (EES); Geotechnics (GEO); Transportation, Systems Analysis and Planning (TRN); Mechanics, Materials, and Structures (MMS).
