The University of South Florida, based in Tampa, FL offers a fully funded PhD in Computer Science and Engineering. The Ph.D. is conferred in recognition of a candidate’s highest level of scholarly achievement in independently conducting and reporting significant research. The Department offers financial help and almost all the Ph.D. students are covered by financial aid in one form or another. They always have new assistantships (TA/RA) for new Ph.D. students entering the Department. It comes with a stipend ranging from $15,000 to $20,000 plus a tuition waiver.
