The University of Washington, based in Seattle, WA offers a fully funded PhD in Education. Ph.D. programs offer in Higher Education, and Education Policy, Organizations, and Leadership (EDPOL). Students in the College of Education fund their degree programs in many different ways. The UW College of Education Faculty Council distributes a number of scholarships annually.
